A statement from the Independent Investigation Bureau said police went to a man’s home in September last year to try to arrest him with pending warrants. He says the man “came out” of the building from a third-floor balcony, where he was seriously injured in the fall. The man fled on foot and police chased him for a short distance before he was taken into custody. The office says it “examined the evidence and found that there was good reason to believe that a police officer may have committed an offense in connection with entering the residence and being arrested.” He says the prosecution must be satisfied that there is a “substantial possibility of conviction” based on information gathered by the investigating bureau and that the prosecution is in the public interest.
