The president is facing calls to declare a public health emergency to expand access to abortion after the Supreme Court overturned Roe v. Wade. He is also under pressure to use a national emergency declaration and other emergency powers to address climate-related priorities after they were stripped from the Democratic budget bill over opposition from Sen. Joe Manchin (D., W. Va.).
