A mother from California has been arrested after allegedly drowning her two children in a bathtub at their home, police said. Courtney Williams, 26, was taken into custody Thursday when police were dispatched to the unknown father of the children, who had just returned home from work when Williams said he injured the children, called authorities, the report said.
