A revitalized attack, as Kadyrov describes it, would mean a major, and perhaps unlikely, change of strategy. This is not the first time Kadyrov, 45, has sent threatening messages about Kyiv. In mid-March, he claimed to be 20 kilometers from the capital and called on Ukrainian forces to surrender, “otherwise you will end up.” Ukrainian forces continued to repel the Russians before it was reported that Russian forces had withdrawn completely from northern Ukraine last week. Mr Kadyrov has since been promoted to lieutenant general in the Russian army, but has been arrested for pretending to be in Ukraine.
