This time he was at the Belfairs Methodist Church in Leigh-on-Sea, Essex, where he invited people to come and tell him about their problems. Amess took his duties in the surgical district more seriously than some MPs. That day, the aid offer was there for someone who claimed he had just moved to his Southend West constituency and was already in need of his advice. However, this was an attempt not to seek help, but to torture the jihadists, made with deceit and intent to result in bloodshed. Ali Harbi Ali, then 25, had planned a premeditated conspiracy to hunt down, trap and kill an MP. For the past two years, Ali has traveled across London making reconnaissance – sometimes standing outside parliament for up to three hours – looking for a lawmaker to assassinate. The terrorist group had declared there a state, which became a pole of attraction for violent extremists around the world. On Friday, October 15, 2021, Ali bought a train ticket at 4:58 a.m. and started from his home in Kentish, London. He first took a train across the capital and then to the small Leigh-on-Sea train station at 10:23 a.m. He had booked his lunch appointment by email, providing a fake address to deceive Amess staff. Ali’s plans to assassinate a politician had so far been thwarted, and he eventually chose Amess, who advertised his surgery tips with dates, times and places online. It was also at the forefront of MPs who resumed face-to-face surgeries after the pandemic. Because Amess wanted to make it easier for his constituents to see him, he performed this surgery in a church rather than in his constituency office, where some security measures were in place. Amess’s virtue made him vulnerable. When Ali arrived at the church shortly before noon, nothing about him raised suspicions. The church was often crowded: in addition to religious services, it hosted slimming classes, Irish dance and “Robot Reg” classes to teach young people to read, as well as other activities for young people. Ali made a reservation, asked to use the toilet and then returned to the waiting area. To the assistant, Ali looked relaxed and “chatty” and said he liked the Southend area. Shortly after noon, the assistant walked over to Ali to meet Ames, who was in a side room. Just there, Ali spoke to the lawmaker about the reasons he had moved to the area and said he wanted to discuss politics and foreign affairs. Amess reminded Ali that the purpose of the operation was to talk about specific problems. Ali was using his cell phone during the conversation and Amess became suspicious. The MP asked if he was recording. Ali offered reassurance, held the phone to Ames to show his screen, and placed it on the table. After several minutes the meeting was interrupted when Ali’s phone rang. He got up from his chair, put his hand in his pocket and said “sorry”. He then quickly pulled a knife from his pocket, leaned over the table and stabbed the 69-year-old repeatedly in the stomach. Ames screamed from time to time as the beatings continued, raising his hands to defend himself. Two voters, a man and a woman, arrived at the entrance of the church for their appointment, entering a scene of chaos and terror. One saw Ali holding a knife and the perpetrator said, “I killed him.” He did not run, despite the obvious danger. He asked Ali to drop the knife and asked if he could go and help the mortally wounded MP. Ali refused and told her to return. A man who entered the church at that time saw Ali standing under the church lights, holding a knife in his right hand, saying: “I want to kill David, I want everyone to die.” Ali was still on the phone and the witness could hear a female voice saying “what did you do”, to which Ali replied that he had done it because of Syria and that he wanted to be shot and killed. The man asked Ali why he did it and he replied: “I wanted to kill David and every MP who voted for bombings in Syria, I wanted to die, be shot and become a hero.” The man asked Ali to let him check on Amess, but Ali raised his knife to scare him as the MP was bleeding. Amess was on the verge of death, collapsed in the church, stabbed 21 times in total. Photo: Nicholas.T Ansell / PA While waiting for the police, Ali sent a message that he had written three weeks earlier on his Samsung mobile phone to all his WhatsApp contacts. He gave what he saw as his justification for the MP’s murder. Essex police arrived within minutes. At first they decided to wait for armed officers to arrive, faced with scenes of fear and terror. One woman told them, “He stabbed David. The man is still in the church wielding a knife, waving it around. He will stab you if you go in, he will stab you “. The two Essex police officers entered the church and saw Ali, a knife in his right hand and a telephone in his left, on which he still seemed to be talking. Police were armed with expandable batons and PAVA spray. The two officers shouted at Ali, ordering him to drop the knife. He could see their protective equipment in their hands and asked if it was a weapon or a Taser, to which an officer replied: “It is not a weapon.” Ali then rushed to the two police officers, who retreated and shouted at him to drop the knife. Ali complied, putting the knife to the ground. Police grabbed Ali by the arms and arrested him. Ali was taken into custody as paramedics fought to save Amess. An air ambulance was called to a nearby field but was not used, so the MP’s injuries were serious. He was pronounced dead at 1.13pm, just one hour after the attack. An investigation later heard that Amess had died from multiple stab wounds to the chest. With Ali in custody, Essex police began providing information to the Scotland Yard counterterrorism administration, known as SO15. Some suspects speak when arrested, others do not. Ali confessed very quickly, telling police that in 2014 he was so devoted to IS that he thought of traveling to Syria to join their newborn caliphate, but he did not. The lockdowns during the Covid pandemic disrupted his plans after March 2020, Ali said. As Britain opened up and restrictions allowed people to take to the streets, Ali stepped up his efforts. He confessed to the police, including how he had come up with a plan a few years ago to kill a member of parliament. He specifically mentioned two MPs whom he had persecuted as he made reconnaissance in view of a possible attack. He had made repeated visits to the cabinet of Prime Minister Michael Gove in London and had made plans to kill him, including one while out jogging. Ali told police that in September 2021 he underwent surgery in the constituency of a different London MP, Mike Freer, to recognize an attack, but decided it would be very difficult. He also went to the Parliament buildings to carry out this reconnaissance, but retreated because he felt that the armed police presence was too large. The plot was foiled, and Ali told police he had made an appointment to speak to Ames during regular constituency surgery to kill him on Oct. 15. Two notes found on Ali’s phone were written in May 2019 and contained Gove’s home address and details of an attack plan. Detectives have revealed extensive evidence that Ali, always alone, conducted hostile reconnaissance. They tracked his phone using mobile analytics website, triangulating his bank card usage over the past two years as he traveled to London by tube and found CCTV footage confirming he was watching MPs as his plans progressed. It was located outside Gove’s address on six occasions, from March 9, 2021 to July. On July 20 of the same year he conducted “hostile reconnaissance” outside parliament and then again on July 21 and 22 for almost two hours. He did it again on August 18th and on September 20th and 22nd. It is not known if he was armed with a knife. There, Ali was estimated to be concerned enough to receive intensive help and support on the Channel program. That year, in 2014, he considered joining IS in Syria. The people mentioned on the Channel are among those who are most concerned and are supposed to be offered intensive help to remove them from the ideology of violent extremism. Ali had volunteered for the Channel program. He took with him those who worked with him on the Channel. In fact, he was becoming radicalized at the same time as convincing them that he was not a terrorist threat. For more than seven years, mainly through the Internet, he was convinced by IS propaganda that violence was a command of his religion.
