Western intelligence estimates that up to 15,000 Russian soldiers may have been killed in Ukraine, and Kiev estimates are even higher. Russia does not regularly release casualties, but said in late March that 1,351 people had been killed in Ukraine. Dmitry Peshkov, a Kremlin spokesman, said Russia had suffered “significant” losses in Ukraine in what it called a “tragedy.” The news comes as Moscow appears to be concentrating its forces in eastern Ukraine on an attack on Donbass, with troops withdrawing from a failed Russian attack on Kyiv.
