The first shot was fired outside the Glen Road entrance to Sherbourne Station around 5pm on April 7, killing 21-year-old Seneca College student Kartik Vasudev.
The second shooting took place near Dudas and George Streets early Saturday night.  Police said Elijah Eleazar Mahepath, 35, was walking in the area after picking up groceries when he was shot by the suspect.
During a news conference Monday, police chief James Ramer said investigators were able to quickly link the two shots and eventually located the suspect at an address on Spantina Avenue and Blower Street West, where he was arrested Sunday.
He said that at the time of his arrest, the suspect was in possession of a series of loaded firearms.
“My personal view is that there would be more casualties,” Ramer said.  “When I do not know.  “But he had an arsenal at home and I honestly think that may have been just the first step.”
Police said they knew no connection between the suspect and his alleged victims.
Richard Jonathan Edwin, 39, is charged with two counts of first-degree murder.
