Writing on Telegram, the deputy chairman of the Russian parliament’s committee on information policy Anton Gorelkin said that links to Wikipedia will be accompanied by a disclaimer warning users of legal violations by the Wikimedia Foundation. Roskomnadzor said the measures will remain in place until the Wikimedia Foundation fully complies with Russian law. The Wikimedia Foundation on June 13 appealed a Moscow court ruling fining it 5 million rubles (£76,000) for refusing to remove what it called misinformation from Russian Wikipedia articles about the conflict in Ukraine, including “The Russian Invasion of Ukraine”, “War crimes during the Russian invasion of Ukraine”, and “Massacre in Bukha”.
