Alexei Bychkov has been named in the Russian media as the soldier who was arrested and the video is believed to have come from the ongoing conflict in Ukraine.
If true, it would be the latest Russian atrocity to rock the world with troops repeatedly accused of committing war crimes and genocide, The Mirror reports.
The video has been shared on the Telegram app and other social media platforms, though few details have been confirmed.
Ukrainian media reported that the man sent sick pictures and videos to a fellow soldier and spread from there.
