President Zelensky shared a photo of Victor Medvenchuk, an oligarch known as the “Gray Cardinal” who has been pulling the strings behind pro-Russian political forces in Ukraine for two decades, handcuffed and frustrated with the Ukrainian army. Medvenchuk has been under house arrest since last year on charges of treason for attempting to steal natural resources from Russian-annexed Crimea and handing over Ukrainian military secrets to Moscow.
